This report presents the findings from a study by GSMA Intelligence on closing the mobile connectivity gap in Developing Asia Pacific, commissioned by the Asian Development Bank.

Developing Asia Pacific is home to 4.3 billion people – more than half the world’s population. However, 1.2 billion people are not online. To achieve universal mobile connectivity by 2030 will require total investment of approximately $316 billion. Under current market and regulatory conditions, $132 billion is expected to be invested by the private sector and consumers. Achieving universal connectivity by 2030 will therefore require additional investment of around $184 billion.

The economic case for closing this gap is significant. Closing the 4G connectivity gap by 2030 is estimated to deliver a GDP uplift of around $230 billion across Developing Asia Pacific. Universal connectivity would also have several wider socioeconomic benefits such as poverty reduction, improved education and health access, humanitarian assistance and lower carbon emissions.

Mobile operators face a defining moment in authentication. SMS one-time password (OTP) remains widely used and commercially important, but fraud, rising costs and competition from passkeys and app-based solutions are weakening its position. At the same time, the customer authentication market is growing. This presents operators with an opportunity to build on the reach and trust of the mobile number to secure a larger role in a rapidly expanding market. API-based solutions will be central to this.
