Net neutrality in Latin America: learnings from global experiences in mobile markets

Net neutrality originated in concerns to preserve an open internet, but since then the regulations have become outdated as the ecosystem evolved. The lack of an evident market failure highlights the need for regulatory reform, given the potential unintended consequences on consumers and the industry.
Different approaches to net neutrality regulation serve as a natural experiment, allowing us to empirically assess real-world impacts. We find no evidence of net neutrality regulations increasing internet content diversity or consumer welfare. However, we find that net neutrality imposes clear burdens, as operators in regulated markets see between 10% to 35% lower revenue and between 1 pp to 23 pp lower profit margins. We find that as net neutrality negatively impacts revenue, this translates into lower investment levels by mobile operators.
