Mobile quality of service and market status: Saudi Arabia case study

Saudi Arabia is a leading country in digital transformation, with mobile connectivity playing a central role in supporting economic growth, innovation and Vision 2030. This study assesses Saudi Arabia’s mobile quality of service (QoS) and market status in a global context, with a focus on digital infrastructure benchmarking, 5G development, public policy, QoS obligations and alignment with international best practice.

The analysis finds that better mobile quality of service is driven less by regulation alone and more by the broader enabling environment, including timely spectrum release, fibre infrastructure, smartphone adoption and technology upgrades. The research also explains how soft sanctions and collaborative regulatory approaches are more effective than hard sanctions when they encourage operators to invest, innovate and respond to user needs. It argues that QoS obligations should therefore be designed to support – not constrain – Saudi Arabia’s digital ambitions by protecting the user experience while enabling efficient investment and world-class connectivity for Vision 2030.
