A strategic objective behind India’s National Digital Communications Policy 2018 (NDCP-2018) was provision of broadband for all by 2022 to help propel India into the top 50 nations in the ITU’s ICT Development Index. However, India has one of the lowest fixed broadband penetration rates (currently at 6%), reflecting a price-competitive, mobile-first market.

With the Covid-19 pandemic, India has witnessed a significant increase in demand for data. The nationwide lockdown and widespread working from home have brought added pressure on the capacity of fixed and mobile networks. Providers should view this as an opportunity to expand and upsell, with cable companies in particular potentially playing a bigger role if barriers can be overcome.
