A key component of the European Commission’s Digital Decade is the development of secure and sustainable digital infrastructures. Since the launch of 5G networks in 2019, mobile operators have invested almost €200 billion and have expanded 5G coverage to 93% of the population. However, despite this progress, Europe is not on track to achieve the Digital Decade targets, and it has lost its position as a global mobile connectivity leader it enjoyed in the eras of 2G, 3G and 4G. A critical factor driving this outcome is the current challenging investment environment. 

One of the most important policy areas impacting mobile investment is spectrum policy. This study sets out recent trends in spectrum costs in Europe and analyses the impact of different approaches to spectrum renewals in the next 10 years on both investment and Europe’s economy. Based on the analysis, a number of recommendations are drawn for policymakers.
