5G and the tech economy in Malaysia: tapping the untapped
Pages

Released
FEBRUARY 2025

Telecoms in Malaysia has transitioned to 5G, with network rollout and customer adoption accelerating. This follows a relatively slow start as a result of delays to 5G licensing and the eventual creation of the single wholesale network. The recent announcement that the government in Malaysia has granted a second nationwide 5G licence removes what was in effect an infrastructure monopoly and paves the way for a dual-network model.

This report highlights how the move to a 5G dual-network model is the right one for customer choice, long-term financial sustainability and Malaysia’s competitiveness as a tech and services economy. However, challenges remain, including the need to ensure market stability, regulatory clarity and long-term investment incentives.

Reshaping networks: from a 5G core to an agentic core

Artificial intelligence (AI)

Building on previous reports on the evolution of core networks in the 5G-Advanced and AI eras, this report explores what agentic AI means for the mobile core. For the mobile core, most key objectives are unchanged: building future-proof networks that can support a growing and diverse range of endpoints (users, devices and applications) while efficiently delivering intelligent services at scale – all underpinned by a monetisation imperative. But new dynamics have entered the space, from the rise of agentic AI to the sharp focus on sovereignty and mission-critical connectivity. As such, a fresh review of the evolution of mobile core networks is needed.
